Born in Puerto Asis, Colombia, South America, Fermin came to the US in 1981.   He joined the US Army in 1993, serving in Operation Restore Hope in Somalia.   After his tour of duty ended, Fermin attended the University of Central Florida and earned a B.A. in Legal Studies.  In 2003 he earned his Doctorate of Jurisprudence from the University of Florida and was admitted to the Florida Bar.
